Mission Statement: Our mission is to protect and serve the citizens of Pendleton County and municipality of Franklin in disaster and/or emergencies relating to weather events, hazardous materials events, and weapons of mass destruction.

 Pendleton County Emergency Management Objectives:

  • Conducts emergency planning and preparedness for Pendleton County citizens and emergency responders.
  • NIMS has been adopted as the official command system for the county by an official county ordinance. It is the goal of Pendleton County Emergency Management to have the majority of the emergency responders in the county to be NIMS compliant.
  • Develops and Conducts training for the emergency responders in the county and conducts training to the community as requested. Presentations are also given to community groups on disaster preparedness and take an All-Hazard approach in disaster readiness.
  • Operates and maintains an office and the counties Emergency Operation Center. These facilities have the capability of operation around the clock on 24/7 basis. We have a staff of one full-time Director, two part-time Deputy Directors, AmeriCorps VISTA member, and a program assistant. In the event of a local emergency or disaster, the EOC will be manned by the Director, Deputy Directors, County Commissioners, and CERT personnel.
  • Takes on the task of finding additional resources for the county by obtaining property from the Federal Surplus Excess Property. Pendleton OEM maintains and operates a fleet of emergency response vehicles and equipment including multiple generators, and emergency response trailers.
  • Develops the counties Emergency Operation Plan and the Standard Operational Guidelines for emergency response in the county.
  • Promotes, develops, and conducts Vulnerability Assessments, Resource typing, Commodity Flow Studies, and research on available grant packages for the emergency management office and the emergency response community.
  • Responds to emergency incidents as requested and provides assistance to all the responding agencies.

Curtis Crigler/Director: Curtis has worked and served for the following agencies; Virginia Department of Correction, Virginia Beach Fire and Rescue Departments, Staunton Police and Fire and Rescue Departments, Augusta County Fire and Rescue, Staunton/Augusta Rescue Squad, and Franklin Rescue Squad.

He now serves as a member of the National Association Search and Rescue, Life

Time member of the NRA, West Virginia Search and Rescue, West Virginia Emergency Management Council, Pendleton County Civic Service Board and ARRL Amateur Radio Operator.

Mike Alt/Deputy Director: Mike has been a volunteer firefighter since 1992. He currently serves on the Upper Tract Fire Department and Pendleton County Emergency Rescue. In 1995 he started working for the NIOC Sugar Grove Fire Department as a firefighter/paramedic. Mike serves as a FIRE and EMS training instructor. He supports the Local Emergency Planning Committee and has supported the local Community Emergency Response Team (CERT) with training members. He is also an ARRL Amateur Radio Operator.

Bruce Minor/Assistant Deputy Director: Bruce is the newly appointed Town of Franklin Emergency Manager. He serves on the town council and also serves as President of the Franklin Fire Department. Bruce is a member of the Local Emergency Planning Committee. He is also manager for the Franklin Oil Company. Bruce has been an instructor for the WV Fire Extenstion Service, Past President of the WV Propane Gas Association, Past President and Captain of Pendleton County Emergency Rescue, Former Chair of Region VIII Planning and Development Council, and former Mayor of Franklin.

Edna Mullenax/AmeriCorps VISTA: Edna’s history of involvement in Emergency Preparedness started in March of 2005. She served as a Project Developer for the West Virginia Citizen Corps Councils program. In order to continue volunteer recruitment and training programs, she applied for the VISTA position at the OEM in Pendleton County. Her service goals are to create a data base of trained volunteers to be used in times of disaster and/or emergencies. Also, to develop a Resource Directory for emergency services and write grants that supports the goals and objectives of the Office of Emergency Management. As a VISTA, she can serve one to three years in this position.

Sue Sites/Office Assistant: Sue is a native of Pendleton County. Past work history includes secretary for three executive directors for North American Aviation (Big Ear) project at Sugar Grove. Also, she was manager, secretary/treasurer of Franklin Financial Service, Inc. for 25 years. Recently, Sue worked at Region 8 Planning and Development Council as a SCSEP Benefits Checkup Coordinator/Program Assistant.  As a participant of the Retired Senior Volunteer Program through the Potomac Highland Support Services, she will be providing direct service activities that support the day to day operations of the office.
